Jubilee International Stamp Exhibition held 14-19
October 1912, at the Royal Horticultural Hall,

London. The Downey head stamp design was so

disliked that the Junior Philatelic Society held a
competition to promote “the desirability of

throwing the designing of our stamps open to

competition by all artists, instead of a commission

being given by the Government to one designer”.
