These two covers illustrate the misunderstanding as to how the 2 Annas stamp was to be
surcharged. The top cover, with local Shilmuri overprints on the 6 Pies and 1 Anna values also
bears a 2 Annas adhesive correctly surcharged 13 Paisa by Times Press. The local overprint on
the same stamp on the second cover shows the new value as 12 Paisa.
