This stamp was withdrawn prior to issue in June 1921,
due to unrest in the Island and concern that the design might be used for purposes of inflamatory propaganda.
A replacement design was hastily developed.

Of the 416,720 stamps printed: A block of 4 without overprint is in the Queen’s collection;
4 singles without overprint are in general circulation;
& 740 UPU SPECIMEN examples exist;
The remainder were burnt at the General Penitentiary, in Kingston.
It is believed that only 6 copies of the Printer’s Sample were produced.
The vignette scene depicts the gathering in the square at Spanish Town, on 1st August 1838,
when the Governor, Sir Lionel Smith, read to the assembled people the Proclamation of Freedom from Slavery.
The scene is copied from a lithograph in the Institute of Jamaica.
