Cross-border mail rates between Canada and the US were based on the principle of"paid to the lines" untilApril6, 1851
when a combined or "through" rate of 10~ (15~ from California) or 6d. (9d. to California) was introduced. Similar
arrangements for conveying the mails existed between the Maritime Provinces and the US.
