                              Neopost franking meter 'Design  B',  so  named  by  collectors,  was  announced  and  illustrated  in  the

                              Post Office Circular dated 9th March 1927, where it stated it 'would shortly be brought into use'. The

                              Circular was the means  by which postmasters received  their instructions.  Presumably that issue of


                             the Circular would have  arrived with them before the new Design  B came into use;  otherwise they

                              would not have known the new impressions were valid.  It therefore appears  likely that this cover,


                              with an  impression dated lOth March, is likely to be the earliest possible usage,  ergo first day. The

                              previously earliest recorded date for use of Design B was 18th March 1927.
