The Shuster Treasury Gendarmerie. Nucleus for the Swedish Gendarmerie
W M Shuster, American economist, appointed to help manage the country's financial position in 1911 as a result of
heavy debts accumulated by the Qajars. He created a treasury gendarmerie to collect taxes. However, Shuster run into
opposition not least from Russia because he supported the constitutional revolution and damaged Russian political
influence by forcing non-paid taxes from Persian rich subjects protected by Russia.
Russia wanted him dismissed which the Majlis first refused but changed its mind when Russia invaded Tabriz in
Azarbadjan in December 1911. The troops looted and caught so called revolutionaries, i e nationalists who were fighting
for keeping the constitution and thus were anti-Shah.
In a demonstration of its power Russia even after the dismissal executed Saqat el-Islam, a cleric & compatriots. (see ppc)

During the Constitutional crisis 1907 and onwards several
nationalistic and religious militias/ rebel groups were
formed. One of them was Fatimiye Society, consisting of
only family members of the Prophet Muhammed (or
believed to be!!). It is said that some of them joined later
the G.G. Gendarmerie
A leading member was Seyed Abdor Rahime Kachani who
later published most of the ppcs of the revolution period!
