Main feature  

The POSTED  OUT  OF  COURSE  mark  applied  in  red  in  Port  Elizabeth.  This  
was  done  when  a  registered  letter  was  put  in  a  letter  box  rather  than  
being  handed  over  a  PO  counter  or  handed  to  a  PO  agent.  Normally  a  fine  
equivalent  to  another  registration  fee  of 4d  would  be  levied  but  as  this  
was  a  registered  letter  to  a  foreign  country  no  fine  was  levied.  

The 4d registration  fee  was  paid  by  the  4d  blue  QV embossed  stamp  on  the  back  flap.  
Marks  with  the  same  wording  but  boxed  were  also  used.  

The  rate  to  German y was  2 %d  for  %d  from  the  1st September  1892  as  CGH  moved  
towards  UPU  admission  and  UPU  rates  on  the  1st January  1895 .
