Cape Colony joined the UPU on the 1st January 1895 and as a result the
first step letter rate to all member countries of the UPU became 2Y2d for
each Y2 ounce. Two rates paid. The registration fee was 4d.
The ~d standing Hope was issued in October 1898, the KE VII 1d in December 1902 and the KE VII 4d in
February 1903.
