The Official free mark of The Controller Circulation Branch of the GPO in
Cape Town. The Free facility did not extend outside the Cape of Good
Hope hence the prepayment in stamps.
The rate is the Imperial Penny rate [ld for each% ounce from the Ist September 1899
to the 31st December 1906 and then ld for each ounce from the Ist January 1907] . Two
rates of 1 d paid.
The registration fee was 4d which with the postage of 2d made the 6d paid .
