Until 1927 the Victorian ½d duty plate without a marginal rule was used, but it had become worn and a new
one was required. The subsequent plate 21 printing was the only one made from the new ½d duty plate. The
new plate had a marginal rule and slightly thicker lettering for SIERRA LEONE.
