Royal Mail's change of policy permitting very small shops to sell stamps made it easier for these
forgeries to be sold in London from around the beginning of June 1993. Intended to deceive the
postal authorities, the stamps were printed by lithography instead of gravure and on non-
phosphorised paper instead of phosphorised (Advanced Coated) paper. They were line perforated 11
instead of rotary perf 15 x 14. A cover just bearing this forged first class stamp should have been
rejected by Royal Mail's automatic sorting machinery because the stamp had not been printed on
Advanced Coated Paper.
