Main  feature  

The  71J2d  lJ2  ounce rate to Germany  using the 'One  Half-penny'  
surcharge stamp issued to cope  with  the reduction  of  postage  on  
inland newspapers  to 1J2d  from  the 1st  July 1882.  The  order  for  a  
supply  of the  ordinary  1/2d  grey-black  stamps  had  been  cancelled  as  
it  was  not  thought  that  this  reduction  [contained  in  the  Post  Office  
Bill] would  take  place.  

The postage seems to have gone to this rate in 1880. Cape Colony did not join  the UPU until the 151  
January  1895 whereas Germany and Great Britain  had joined  in July 1875. The 2Yzd  accountancy  mark  
is the credit to the United Kingdom and  is the equivalent of the UPU rate for a Yz  ounce  letter from the
