1903 USE OF FIRST TYPE REVENUE PAPER AT HUKUMAT SARWAR

            In 1903 Maharah Mandan Singh had his 18  birthday and was allowed to succeed his father, Sardul

            Singh, who had died in 1900. There had been a regency for three years, the state being in the titular
            hands of his mother, but was effectively the British Agent. His first stamps were issued in 1904 and the
            first revenue papers in 1905



                          PROCEDURES BETWEEN THE STAMP DUTY OFFICE AND THE HUKUMATS

               All revenue papers and stamps were initialed by the Chief Stamp Duty Officer, or one of his

               deputies, for accounting purposes.

               The revenue papers were given a year date and a transaction number, which are found in that
               order in the uppermost left corner. The stamps were initialed at this time, but later would
               also be numbered on the face.


               They were either used in Kishangarh or sent out to the Hukumats. No unsigned materials were
               sent out to the Hukumats. The cancellation punches were made at the applicable Hukumat.

               The only way of identifying where a document had been completed was to find the location

               in the written text, usually on the first horizontal line.

               The writings of lawyers & clients seem to ramble on and are placed wherever they think fit,
               usually without any date in a consistent place.
