Combination of Persian and Russian franking needed before UPU
Before Persia joined the GPU (UPU) on l'' September 1877 mail to abroad needed Persian stamps for
postage to the Russian border at Julfa and I OK llater lowered to 8KJ Russian stamp for transiting.
Russian·stamps were available at the main post offices in Persia. The above treaty for exchange of mail
commenced on 1st of Oecem ber 1877. Julfa then became the first official exchange post office .
