l.A.2      Persia Opens Up. Joins the GPU/UPU in Sept 1877

                    Russia and Persia Postal Agreement for exchange of closed mail

       Djulfa became the first official UPU EPO between  the two countries, which  already had a  normal Ru ssian
       Post Office at Djulfa. The Russian Consular post  office at Tabriz now closed.  Djulfa EPO and  Bushire EPO -
               in the south - with Bombay were the  only two  EPOs  that  Persia had at  this  time( 1877)
