Marked in manuscript 'Contains an enclosure for Pretoria'. The use of the Durban 'STOPPED BY CENSOR RETURN TO SENDER' mark was usual on mail
particularly to PO Box addresses in Delagoa Bay by persons still wishing to communicate with the Orange Free State ofT ransvaal after the outbreak of war.
War was declared by Great Britain on the ll'h October 1899 on Transvaal [ZAR] and the Orange Free State. This 'Stopped' mark approximates to a Service
Suspended mark when it was thought that there was an attempt to communicate with an enemy country.
