The rate for letters to the United Kingdom was reduced from 4d to
2 Yzd for each lf2 ounce on the 1st January 1891.
One rate paid when two should have been paid.
The first step letter rate to all countries was adopted when Cape Colony joined the UPU on the 1st
January 1895. The deficiency of2Y.d was converted into gold centimes [T 25c in the octagonal mark]
and converted into a charge on delivery of 5d in the Foreign Branch in London [5d FB code B].
