One  rate  of  4d  for  each  ¥2 ounce  paid  on  a  letter  weighing  ¥2 to  1  
ounce.  The  8d  charge  mark  applied  in  Plymouth  or  Devonport  
represents  the  4d  deficient  postage  and  a  4d  fine.  

The  4d  obscured  by  the  black  barred  oval  stamp  represents  the  claim  
of the  Cape  Colony  Post  Office  on  the  GPO  London  for  a  share  of the  
deficient  postage  and  the  fine.  There  is  another  Cape  charge /  
accountancy  handstamp  underneath  the  4d  but  the  value  of it  cannot  
be  seen.
