This is Goldblatt type SP18 [page 153].
The procedure on noticing an unstamped letter was that the postmaster would open the
letter to ascertain the sender who would then have to pay the postage and an extra
amount equivalent to half the postage that should have been paid. Most postmasters
had to write Unstamped on the envelope but a few places had handstamps such as this
one.
