The post office in Freetown applied the two-line INSUFFICIENTLY PREPAID / FOR AIR TRANSMISSION
handstamp and forwarded the letter by surface mail, as evidenced by the private arrival handstamp of
JUN 15 REC’D.
There is clear Freetown backstamp of 16 May 1949.
