South Africa introduced this fee in the first Stamp Act of the Union of South Africa on 15th April

1911. When a document was signed taxes were required to be paid within 7 days. Exceeding that

time meant a penalty that varied from 50% of the unpaid sum (minimum 2/6) for up to 3 months, to

a maximum of 300% exceeding 12 months (minimum 10/-). The maximum penalty for stamp duties

was set at £50 and remained the same when the Republic was proclaimed in 1961. When the

currency was changed into Rand (£1 = 2 Rand) the maximum penalty became 100 Rand. When the

last Stamp Act was introduced (No 77 of 1968 on lst October), regulations for penalties were slightly

changed. The document should have been stamped within 21 days. Maximum penalty for regular

cases remained 100 Rand but further imposed penalties would not exceed a total amount of 200

Rand. This series with a security print on the back was introduced from lst June 1978 until 1991, for

values from 1 Rand and up, but the only recorded year of use is 1987. Penalty stamps were not

available for the public. The revenue stamps were demonetised on 27th March 2009.
