The European Parliament is the legislative institution of the European Union (EU). It has been directly
elected every five years by universal suffrage since 1979. A citizen of a country registered as living in
another EU member country could vote in the latter. In 1984, a polling card was sent as a registered
letter to a citizen resident in Germany by the Electoral Service of her Italian municipality (Pioltello)
using an ad-hoe headed envelope with the colours the national flag and the headings in Italian and
French. Such official mail enjoyed free postage, whereas at the previous elections the same envelope
had to be franked with 620 lire.
