During the Cultural Revolution in China
philately was labelled capitalist and
banned. In the early 1980s China had •
barely recovered from the turmoil, the
country was poor and had just launched
the Economic Liberalization Policy, yet the
value of philately was recognized. The All-
China Philatelic Federation (ACPF) was
founded in 1982. This 1983 cover, with
original letter within, from the army (with
postage paid cachet dated 1983.6.18) to
the philatelic association in Harbin (with
arrival date stamp of 1983.6.20) makes
reference to the founding of ACPF and asks
the addressee to express their support.
Today Chinese collectors are the largest
and youngest group of our hobby
worldwide.
