A slavery abolition reprinted envelope sent by L. Hanciau, one of the fathers of philately, from St.
Gilles, Brussels to E.B. Evans in October 1902. Hanciau worked for one of the first established stamp
dealers, J.B. Moens, who reprinted these propaganda envelopes. Evans was the author of the first
monograph about the Mulready caricatures. He was a Council Member of the PSL and one of the
original three members of the PSL's Expert Committee in 1894.
