                              From January 1902 until the introduction of the New Zealand  "official" stamps on  lst January 1907,

                             the several Maori District Councils were authorised to use a frank on letters and postcards to denote


                             the mail was for "official business''. The  Maori Councils were created by the Maori Councils Act on

                             18th  October  1900.  Their  aim  was  to  have  Maori  administer  their  own  affairs  including  health,

                              welfare,  moral well-being as  well as  educational  and  cultural  matters. This  is one of two recorded


                              Maori Council franks on cover. It is signed by Tiemi Hipi (Chairman). Posted Karitane to Dunedin.
