Until 1954, New Zealand created Official stamps by overprinting the normal issues. The plate number
block on the lYid stamp was well known as having two re-entries, and collectors asked for them,
leaving some sheets incomplete. To make a full sheet of the Officials, a block of four was pasted in
with small gummed strips of paper (visible on the illustration), but the wrong perforation and
printing was used. The upper stamp is the "normal," while the lower one is the "abnormal". One of
only four produced.
