                              Before the 1960s, the external mail route of Bhutan passed through Yatung, Tibet. However, Bhutan

                              was  not  a  member  to  U.P.U.,  and  the  Bhutanese  postal  fiscal  stamp  was  not  recognized  for


                              international delivery. Hence additional postage had to be affixed in transit by the Chinese Post. This

                              practice  ceased  in  1962 after a  postal  agreement was  reached  between  India  and  Bhutan,  and  a

                              direct access road between India and Bhutan was opened.
